Support systems for renewable energy producers

2024-07-02
Supporting the development of installations of renewable energy sources (RES) is one of the most important goals of the European Union's energy and climate policy. Poland, as an EU member state, was obliged to increase the share of renewable energy in total gross energy consumption in the coming years until the goals set by the EU are achieved. What support can renewable energy producers in Poland count on?

Renewable energy support systems in Poland

Meeting EU requirements is very important for our country's economy and energy security. Switching to renewable energy sources reduces carbon dioxide emissions, leads to better use of available resources and increases the competitiveness of Polish companies on global markets. Currently, producers in Poland can benefit from the following support systems for renewable energy:

1. Obligation to purchase "green energy" from installations with a total installed electrical capacity <500 kW by obligated sellers, at a price that is equivalent to the average sales price of electricity on the competitive market in the previous quarter, announced by the President of the Energy Regulatory Office.

2. FIT and FIP system intended for producers of biogas and electricity from hydroelectric power plants:

  • The FIT (feed-in-tariff) feed-in-tariff system is intended for micro and small RES installations with a total installed capacity of no more than 500 kW. The FIT system guarantees the sale of all or part of the energy not used by the producer, which has been fed into the network.
  • FIP (feed-in-premium) support system - this is a system of subsidies to the market price, intended for electricity producers in installations with a total installed capacity of not less than 500 KW and not more than 1 MW, in which the electricity is sold in full or only its unused part is sold to a selected entity other than the obligated seller.

3. Green certificate system - green certificates are also called certificates of origin. This is a special support mechanism for producers of electricity from renewable energy sources (RES). It involves producers receiving a certificate for the energy they produce, which they can then trade on the Polish Power Exchange.

4. Auction system for renewable energy sources - this is a renewable energy support system in Poland, which is ultimately intended to replace the green certificate system. As part of the auction support system, the Energy Regulatory Office organizes auctions, i.e. competitions for the production of a specific amount of renewable energy, in which investors compete with each other by specifying the price they would like to obtain as part of the support. The winner of the auction is the investor who offers the most advantageous (lowest) price for producing the ordered amount of energy. Auctions are organized and conducted in accordance with applicable regulations and the Auction Regulations. The winner of the auction receives a guarantee of permanent income from each MWh generated for the next 15 years. This is an excellent way to obtain a stable source of income for the coming years.

5 Net-billing system - it assumes the sale of unused surplus energy at the average price from the wholesale market from the previous month.

6. Subsidies for renewable energy sources - Currently, there are many programs in Poland that allow you to obtain funding or relief for the purchase and installation of renewable energy installations. Renewable energy subsidies are available under:

  • Clean Air program,
  • thermal modernization relief,
  • My Electricity program,
  • My Heat program,
  • Energy Plus program,
  • Agroenergy program.
