Entities applying for connection to the heating network may be both legal entities (including commercial law companies, housing cooperatives), individuals and all other organizational units without legal personality (including housing communities, organizational units of local government). All of the above-mentioned entities may apply for connection to the heating network provided that they have legal title to use the property/facility (e.g. ownership deed, lease agreement, tenancy agreement).

In the case of rental or lease, such an entity must have an agreement concluded with the owner of the property, which includes consent to use the rented or leased property for construction purposes, including the right to grant such consent to Veolia in order to build a heating connection. Moreover, such an agreement should also include consent to encumber the property with an appropriate transmission easement for Veolia's heating network connection.
If the lease agreement does not regulate these issues, an appropriate declaration from the property owner is necessary to the extent described above and necessary for connection to the heating network.
